Islamabad: Riphah International University and the National Officers Academy (NOA) have signed a Strategic Collaboration Memorandum of Understanding (MoU) to establish a formal platform for educational excellence, knowledge sharing, research collaboration, and mutual institutional growth.
The partnership brings together the academic expertise and resources of Riphah International University and the professional training experience of NOA, with the shared objective of creating meaningful opportunities for students, professionals, and the broader academic community.
The strategic collaboration is designed to facilitate cooperation across several areas of mutual interest, including academic development, knowledge exchange, research collaboration, and further institutional cooperation. The partnership will provide opportunities for both institutions to share expertise and knowledge while exploring initiatives that contribute to academic and professional advancement.
The MoU also provides a framework for combining academic excellence with practical expertise, professional training, research, and policy insights. According to Dr. Rashid Aftab, Director, Riphah Institute of Public Policy (RIPP), the partnership will create meaningful opportunities to nurture the next generation of capable, ethical, and policy-oriented CSS officers, while contributing to Pakistan’s educational and professional landscape.
The National Officers Academy was founded in Islamabad in 2006 by Dr. Muhammad Atif Ali and has grown from its initial cohort of 30 students into a prominent CSS/PMS preparatory institution, with students across Pakistan and internationally through its virtual campus. NOA has also expanded its presence to Rawalpindi and Lahore.
Riphah International University, Islamabad, is a private university chartered by the Federal Government of Pakistan in 2002 and sponsored by the Islamic International Medical College Trust (IIMCT). The University was established with an emphasis on producing professionals grounded in Islamic moral and ethical values.
The collaboration is expected to support leadership development, capacity building, professional training, knowledge sharing, and joint initiatives, strengthening linkages between academic institutions and professional development platforms. Both institutions have expressed their commitment to actively implementing the objectives of the MoU through joint initiatives and continuous engagement.
The signing of the MoU represents an important step toward building stronger academic and professional linkages and developing skilled, informed, and capable professionals for the future. The partnership reflects the shared vision of Riphah International University and NOA to contribute to Pakistan’s educational, professional, and strategic landscape through sustained collaboration.
Through joint programs, knowledge sharing, capacity-building and training initiatives, the partnership aims to elevate educational standards, promote professional excellence, and support the development of future public-sector leaders. It also provides a foundation for a model partnership with the potential to generate long-term institutional and national benefits.
Riphah International University looks forward to working closely with the National Officers Academy to translate the objectives of the MoU into impactful initiatives that advance academic excellence, professional development, research, leadership, and national capacity building.
